Most of the existing tax laws dont't serve electronic commerce and the Internet because of the geographic distances between the buyers and sellers, and place of transactions that occur on the Internet.

For example, a buyer in one state may order goods from a seller across the country, and the server where the transaction actually takes place may be a third state. Deciding what jurisdiction should apply can be very confusing. When is an international transaction done on the Internet, the issue of taxation gets even more complicated.
